From Technology and Development to Construction Management
Construction has been the common thread throughout my career, even when the industries changed.
Today, I help owners, municipalities, developers, and engineering firms manage complex construction projects involving water systems, wastewater infrastructure, utilities, roadways, commercial facilities, medical buildings, and private development. Through Hill Country Elements and my project management roles, I provide experienced oversight from planning and procurement through construction and closeout.
My career spans more than 25 years of project leadership across construction, engineering, technology, development, healthcare, and infrastructure.
Municipal Infrastructure and Utility Construction

In recent years, my focus has centered on municipal infrastructure and civil construction projects throughout Texas. Working with engineering firms, municipalities, contractors, utility providers, and funding agencies, I manage projects involving:
- Water distribution systems
- Wastewater collection systems
- Lift stations
- Drainage improvements
- Roadway rehabilitation
- Utility relocations
- Capital improvement programs
These projects often include coordination with USDA, Texas Department of Agriculture (TDA), Texas Department of Transportation (TxDOT), environmental agencies, permitting authorities, and grant funding programs.
My responsibilities include project management, construction administration, pay application review, schedule oversight, change order management, contractor coordination, risk mitigation, documentation, inspections, and project closeout.
Commercial Construction and Development

Before transitioning into municipal infrastructure, I managed multiple commercial construction projects ranging from redevelopment efforts to ground-up construction.
These projects required balancing budgets, schedules, subcontractors, procurement, permitting, safety programs, and owner expectations while maintaining project profitability and quality standards.
My experience includes site development, utility coordination, demolition, construction sequencing, contractor management, and field operations. Several projects were delivered on accelerated schedules while maintaining quality and cost control objectives.
Medical Construction and Healthcare Facilities

Healthcare construction introduced another layer of complexity to project management.
Over several years, I managed medical facility projects requiring coordination between construction teams, healthcare operations, technology systems, regulatory requirements, and patient care environments.
This experience strengthened my understanding of compliance, documentation, stakeholder communication, risk management, and phased construction within active facilities.
Technology and Systems Development

Long before construction became my primary focus, I spent more than a decade in technology leadership and systems development.
My career included roles with Dell Computer, where I served as a Senior Consultant and Software Engineering Manager supporting enterprise-scale projects and product development initiatives. This experience exposed me to structured project management methodologies, software development lifecycles, systems integration, process improvement, and large-team coordination.
I later worked in medical information technology, helping organizations transition from paper-based processes to electronic medical record (EMR) systems and supporting healthcare technology implementation projects.
These years in technology continue to influence how I approach construction management today: through documentation, accountability, process improvement, communication, and data-driven decision making.
Retail and Brand Development

My background also includes high-end retail development projects for nationally recognized brands, including luxury retail environments requiring detailed coordination, quality control, scheduling, and stakeholder management.
Working within retail development provided valuable experience in fast-paced construction environments where schedules, customer experience, branding standards, and quality expectations must all align.
A Broad Project Management Perspective
What makes my experience unique is the combination of industries I have worked within. Construction, infrastructure, healthcare, technology, development, and business operations all share a common need for leadership, communication, planning, and execution.
Whether managing a municipal utility project, a medical facility renovation, a commercial development, or a technology implementation, the fundamentals remain the same:
- Define the objective.
- Build the right team.
- Manage risk.
- Control cost and schedule.
- Communicate clearly.
- Deliver results.
Today
Today, I bring that experience to owners, developers, municipalities, engineering firms, and contractors who need senior-level project leadership without the overhead of a full-time executive.
My work includes construction management, owner's representation, program development, infrastructure projects, commercial construction, regulatory compliance, grant-funded projects, and strategic project oversight.
If you're planning a project and need experienced leadership from concept through completion, I'd welcome the opportunity to discuss how Hill Country Elements can help.
