Case Study – Remote GC Support for Medical Renovation
Hill Country Elements (HCE) was engaged by a general contractor headquartered more than 300 miles from the project site to support the renovation of an occupied medical facility. The GC required reliable onsite leadership and technical support without establishing a permanent local office or adding long-term payroll.

At project startup, HCE assumed responsibility for assembling and managing the
full submittals package. This included a comprehensive scrub of the project specifications and drawings, identification of all required submittals, and coordination with subcontractors to gather complete and compliant submissions. HCE processed and tracked nearly 200 submittals, working closely with the GC’s Project Manager and the design team to resolve gaps, clarify requirements, and deliver a coordinated, approved submittal package that supported procurement and construction sequencing.

HCE provided a
hybrid onsite presence, filling APM, Superintendent, and Assistant Superintendent roles as an extension of the GC’s team. HCE operated in a white-label capacity - branded as the GC’s staff rather than as a third-party consultant or competing platform. The GC’s Project Manager retained full contractual authority and oversight remotely, supported by periodic site visits, while HCE handled daily execution.

HCE managed day-to-day field operations, subcontractor coordination, and owner interface. Responsibilities included short-interval planning with three-week look-ahead schedules, active coordination of subcontractor workflows, and real-time issue resolution in an occupied facility environment. HCE led subcontractor and OAC meetings using structured agendas, clear written minutes, and tracked action items through resolution.

Field responsibilities also included
QA/QC support, safety oversight, verification of quantities and progress for pay applications, and production of consistent daily reports with photos and field notes. All project activities, records, and communications were maintained in a centralized, web-based system, providing the remote GC team with continuous visibility into project status, risks, and progress.
